Precondition:
- the pool has a set of valid tile set

Steps:
1. new round
2. add a valid tile to that set in the pool

Expected:
- after adding the tile, that pool tile set should sort all the tiles

Actual:
- after adding the tile, that pool tile set do not sort all the tiles, the added tile is placed at the last place as always.
